  1. Strategic Planning Levels
    1. Organization-Wide Strategic Planning
You need an organization-wide, 3, 5, or 10-year strategic plan, defining the organization’s vision, mission, core values, and key success factors, along with the core strategies for achieving them. (This is organizational Level #5 of the Seven Levels of Living Systems.)
    2. Business Unit Strategic Planning (often called 3-Year Business Plans)
You need 3-year business plans for each business unit, major program area, and major support department (such as HR) within the organization. (This is organizational Level #4 of the Seven Levels of Living Systems.)
  2. Annual Planning Levels
    1. Annual Plans for all Departments/Functional Units (including HR)
Annual operating plans over the next 12 months are needed (and budgets too) for all parts of the entire organization. (This is also organizational Level #4 of the Seven Levels of Living Systems.)
    2. Individual Plans, Goals, and Objectives
Individual plans are needed to show how each employee intends to accomplish the goals they must meet in order to carry out the organization- wide strategic plan. You also need to revise your performance appraisals, basing them on core strategies (results) and core values (behaviors). (This is organizational Level #3 of the Seven Levels of Living Systems.)
