Ms. Collins has over 20 years’ experience as a manager and department head in both government and private organizations. She has been winning and managing government and privately funded contracts since 1994, has served as prime contractor and/or project manager on multiple contracts, completing every one on time and on budget. She has 32 years’ experience in organization development and strategic planning as both an internal and external consultant.

 

Ms. Collins plans and carries out strategic planning, organization development and process improvement projects, along with ongoing implementation and monitoring processes for numerous private and public organizations. She brings proven leadership and management experience, including program development, effective performance measurement, data-driven decision-making, personnel management, and finance. She is a skilled facilitator for strategic planning, problem solving, team building, conflict management and project management processes, and a supportive and challenging coach for leaders, managers, and teams.

She is a highly experienced and effective instructional designer for both face-to-face and distance/electronic learning strategies, and provides training and coaching for new instructional designers. In addition to a Bachelor of Arts degree in Psychology and Education and a Master of Science degree in Education, she holds certifications from the Association for Strategic Planning as a Strategic Management Professional (SMP), their highest level of certification, and is a Certified Correctional Trainer (CCT) by the International Association of Correctional Training Personnel. She has held board and executive positions within several professional associations since 1983, and is a member of the Association for Strategic Planning, the American Society for Training and Development, the Chesapeake Bay Organization Development Network and the Mid-Atlantic Facilitators Network.
